The parents of the servicemen wait for the NA response

The parents of the servicemen, who died in
the army approximately 5 months ago, and the Human Rights Defender Karen
Andreasyan submitted joint references to the National Assembly. On each case a
reference was made, which includes the official version of the death in the
army, the parent’s version, the process of the investigation and and the
violations and the shortcomings of the investigation according to the parents.

“When we presented the references in the parliament,
everyone was astounded that such things had happened on the criminal case and
promised to make individual trials. But they did not keep their promise, may be
because it was not their competence and they were just lying telling that they
do something and they are also interested in the case”, Anahit Mkrtchyan,
mother of dead serviceman Arayik Avetisyan, told www.hra.am.

At the end of January the parents had a
meeting with the President of the head of NA Commission of Defense, Inner
affairs and National security Hrayr Karapetyan, however they haven’t been told
anything new. “This month we will trouble them once more, as I think that they
are busy with the elections and make up for time”, thinks Mrs. Anahit.

Inquiries were send to RA Prosecutor
General, Military Prosecutor, Head of RA Investigative Service, Minister of
Health and eight other officials on behalf of NA president Samvel Nikoyan and
the head of NA Commission of Defense, Inner affairs and National security Hrayr
Karapetyanin order to get explanations on the cases of 8 servicemen.

“We received the answers to some
questions, there are cases on which the preliminary investigation is still
being carried out and we cannot provide information as the preliminary
investigation may suffer from that. We will be consistent.  As soon as we summarize everything and have
the final image, we may hold a discussion”, said Grigor Grigoryan, the
assistant of head of NA Commission of Defense, Inner affairs and National
security Hrayr Karapetyan.

According to him, they did not give any
answer to the parents as they wait for the answers from all the bodies to
summarize them and deliver the final result to the parents.

Grigoryan presented the answers to some of
the sent inquiries.

Samvel Nikoyan and Hrayr Karapetyan turned
to the Minister of Health Harutyun Kushkyan with a request to discuss the
illegal actions of the director of the Center of Forensic Expertise and the
experts on Tigran Ohanjanyan’s case. Ohanjanyan’s parents think that their son
has been murdered and now they try to slur it over by the version of death from
the electric current.

The Minister answered that the several forensic expertise, including
committee expertise, were carried out in regard with that serviceman, but
Ohanjanyan’s parents do not consider the conclusions of these expertise
justified. “According to the RA Legislation the RA Ministry of Health is not
competent to discuss the conclusion of medical expertise, conducted by the
court order and revise them. Ohanjanyan has been informed several times that
the conclusion of medical expertise conducted by court order can be revised
only by court order. And in case of having doubts against the reliability and
validity of the conclusion of the forensic expertise also to get further
clarifications one needs to turn to the body of preliminary investigation, to
make another forensic expertise by the prescribed order”, was written in Kushkyan’s
letter.

A letter on serviceman Arayik Avetisyan
will be send to the head of Military Police asking to find the witness Ashotyan
and interrogate him once more. The head of MP Mr. Ter-Sahakyan answered that
the relevant operative intelligence measures are being carried out in order to find
out all the details of the case.

Another letter on the same case was sent
to Arayik Avetisyan, RA Prosecutor General with a petition to eliminate the
decision on dismissing the case. A decision was made to suspend the proceedings
of the criminal case, reasoning that the murderer is unknown.

“It’s absurd, isn’t it? A murder has been
committed in a room with a total area of 9 square meters and there were 4
witnesses, but the murderer is unknown”, says Grigor Grigoryan.

To remind, Artak’s mother Anahit Mkrtchyan
claims that her son was murdered by battalion commander Mher Stepanyan, who
being under the influence of alcohol wanted to punish the boy for not paying
the money for the holiday.

“The murderer is obvious, but they do not
want to harm him. He continues to work in the military unit, although he has
two convictions, at least 2 cases of abuse of official position”, the mother of
the soldier tells www.hra.am.

Samvel Nikoyan and Hrayr Karapetyan
addressed another letter on the case of Andranik Sargsyan to the Head of RA
Investigation Service with a request to investigate the legality of actions of
head of the medical service Avaryan and give a legal assessment to the action.

To remind, Andranik Sargsyan died on the
way to hospital. His parents think that he died as a result of not receiving
the necessary medical treatment. But the interrogator refused to bring an
action against the head of the medical service considering his actions legal.

Grigor Grigoryan,the assistant of head of
NA Commission of Defense, Inner affairs and National security Hrayr Karapetyan
also said that they turned to RA Military Prosecutor Gevorg Kostanyan asking to
revise all 8 cases and prescribe expertise. They have not received an answer
from the Military Prosecutor yet.

Summarizing the 8 references Grigoryan
mentions that two of the cases have been dismissed (Gegham Sergoyan, Narek Galstyan),
one criminal case has not been 
instituted (Andranik Sargsyan), one criminal case has been suspended(Arayik
Avetisyan), the preliminary investigation of 4 criminal cases is still underway
(Arman Hakobyan, Tigran Hambardzumyan, Tigran Ohanjanyan, Valeri Muradyan):
